It's an area that has for the past year been claimed by 44 transients in 23 encampments, police said.
On Oct. 5, however, the encampments will be bulldozed by the property owner, the Army Corps of Engineers.
"It's an ongoing problem," Falone said. "They'll keep moving until they find a place where they're not bothered."
Authorities said they recognize forcing the homeless out is just a temporary solution to a regional concern.
"They probably will move to a different area," Azusa police Lt. John Momot said. "It's not just our problem, but a problem for L.A. County."
Following Irwindale's tactics, Azusa will head out with representatives from a homeless advocate group to encourage transients to find help.
