Hi James, I think the gnats are seasonal. The come and go. Of course, the rattlesnakes, mice, frogs, bats, owls, coyotes, tarantulas, deer, and occasional bear are not! Part of life here in the cove I guess.
One hint is to get a bug zapper in your back yard. I turn mine on at night if I'm going to go outside to bbq or something. It really helps. After a lot of rain they are worse I think.

We have the nats in Big Bear as well. We are on the lake and every spring/summer, nats like crazy....but with the zapper you end up with noise pollution. Our neighbor on the lake has a zapper and we have thought of shooting it with a rifle so I really do not recommend those unless they have one that zaps without noise. I just found several million in the pool. I will now keep the lights out at night. The good news is they die in a day, so as you dust oh well dust up little bodies. and I'm running my filter. I think the beauty of the cove make the little suckers tolerable. If you have any other ideas how to get rid of them let us know...
