With that in mind, the city of Burbank is hoping to spark some clean and green behavior from building contractors by offering financial breaks if they use environmentally friendly equipment and materials. The proposal has yet to be solidified, but the fundamental idea would make Burbank a leader in "clean" building nationwide. Buildings that use less gas, electricity and water not only save the Earth's precious resources, but they also save the owner/operator money by reducing energy bills. Small businesses alone saw a 13.7-percent increase in the cost of electricity supplied by Southern California Edison since the beginning of the year. SCE reports electric rates will be going up again come June. Also, what's particularly notable about this proposal is that it uses the carrot approach instead of the stick, which is likely to have much more success. Burbank's actions could well be a model for all cities' green efforts. In today's market, all efforts are needed to save resources and save money, too.
